District Mineral Foundation (DMF) has been instituted under the Mines and Minerals (Development and Regulation) Amendment Act (2015), to 'work for the interest and benefit of persons and areas affected by mining related operations’. It has also been aligned to an important scheme of the Government of India, the Pradhan Mantri Khanij Kshetra Kalyan Yojana, which has the same focus.

 

DMF has been established in every mining district of India. With a mandatory contribution from mining companies operating in these districts, the cumulative collection of DMFs across India is about Rs. 22,800 crore. The need of the hour is to ensure effective administration and planning for optimal utilization of these funds for the benefit of mining-affected people.

 

CSE has been working for more than a decade to improve environmental and socio-economic conditions of India's mining districts. This involves policy level engagement as well as improving practices on ground. Since 2015, CSE has been specifically working to ensure effective implementation of DMF in various states and districts.

 

Objective
The objective of the proposed training programme is to build capacity of DMF functionaries in various states and districts to ensure improved governance and effective planning and investments of DMFs.

Methodology
The programme will be conducted through class lectures, review of best practices and group exercises and discussions.
