MCL - 24th Company Level Tripartite Safety Committee Meeting

The 24th Company Level Tripartite Safety Committee Meeting was held at Mayfair Lagoon, Bhubaneswar on Aug 27, 2018. The meeting attended by the MCL Management, members from Director General Mines Safety headed by Dr Ashim Kumar Sinha, DDG, SE Zone, Ranchi and members of the Trade Union Representatives of iNTUC, HMS, AITUC, BMS, OCMS and Representative of the CMOAI, the Officers Association of Coal India Limited and members of the Corporate Safety Board.

 

On the outset welcoming all members to the meeting, Sri Sujit Roychoudhry, General Manager, Safety & Rescue, MCL set the agenda for the meeting and put up the Action Taken Report of the last meeting.

 

The meeting held in a cordial atmosphere deliberated in detail all safety provisions in place in the company along with any lacking infrastructure needing improvement. Special stress was accorded to improvement of medical facility in house and synergising the in house medical facility with the New Medical College being built at Talcher by MCL.

 

Emphasis was also given to Training of contractual workers and contractors at the induction stage to avoid mining accidents. Attention was also drawn towards building of more rest shelters for the contractor workers and issuance of health cards to all such workers.

 

The zero harm rate was set as the goal for the company steps to achieve the same was prioritised to be formulated.

 

Possession of already acquired land so that sufficient land is made available to avoid vertical mining was also stressed upon my many members.

 

The members were informed that Aadhaar based Attendance system would soon be implemented for contractual workers also which would further help in monitoring the record keeping of the contractual workers.

 

The meeting chaired by Sri J.P.Singh, Director Technical Operations, MCL was represented by Sri O.P.Singh Director Technical , Project & Planning, MCL, Sri K.R.Vasudevan, Director Finance and all General Managers of the company on behalf of the Management.

 

Director General Mines Safety was represented by Dr Ashim Kumar Sinha, DDG, SE Zone, Ranchi, Sri Sanjiban Roy, DDG, SE zone Ranchi, Sri S.Bagchi, DMS, Bhubaneswar, Sri Satish Kumar, DMS Chaibasa, Sri Anand Agarwal, DMS Ranchi and Sri Nageswar Kumar, DDMS, Bhubaneswar.

 

The Union was represented by Sri S.C.Pradhan and Sri Ravindra Prasad of INTUC, Sri K.C.Patro, HMS, Sri Anit Chakraborty, AITUC, Sri Sanjay Kumar Pradhan, BMS, Sri Om Pratap Singh, OCMS, Sri B K Sethi of CMOAI and Sri Debrah Pradhan, Sri B.K.Pani, Sri P.K.Nayak, Sri B.K.Das of the Corporate Safety Board.

 

Speaking on the occasion Sri Vasudevan spoke about changing the budget from historical based to need based for safety budget while Sri O.P.Singh stressed on the improvement of the dust suppression system in the mines. Sri S. Roy, DDG spoke about giving priority to safety with production rather than only production. He also re-iterated that Safety is the only means for sustainable development of coal mines for our future survival.

 

Dr. Sinha, DDG spoke about better implementation of the rules and regulations regarding safety and that most of the accidents are avoidable and should not have happened. Praising the steps taken by the company in implementing digitalisation to improve safety standards he hoped that in future with more digitalisation the younger generation will take up the mantle of further improving the safety standards of the mining industry.

 

Sri J.P.Singh appreciated the role of all members in bringing forth the areas of further improvement and informed that Bandai Mines of Orient Area of MCL was awarded the National Safety Award of 2015 to be presented by the Hon’ble President of India . He assured that the company would strive to improve all weak areas that was brought out in the meeting and would further take steps to implement the latest technology to further raise safety standards of all mines in MCL.

 

Sri D.K.Khanda, delivering the vote of Thanks thanked all members of DGMS, Unions and MCL Management for suggesting areas of improvement and making the meeting a grand success.
