Mining Minister Rajendra Shukla said new Sand Mining Policy aims to put lid on monopoly of contractors and to ensure sand at cheaper rates to people. Now, contractors are out of the picture in the new Sand Mining Policy. Shukla said that as many as three to four workshops were conducted before Cabinet nod to new policy.
Addressing mediapersons here on Tuesday, Rajendra Shukla said out of 1,266 mines in State, 445 mines were auctioned. Rest 821 mines were not auctioned and as per Cabinet decision taken for new Sand Mining Policy, the non-auctioned mines will be given to panchayats as well as local bodies. Anyone can obtain sand mining permission by depositing sum by the rate of Rs 125 per cubic meter. Gram panchayats and local bodies will operate these mines. Giving the bifurcation of royalty to be received by the rate of Rs 125 per cubic meter, he told that Rs 50 will go to panchayat, Rs 50 will go to district mineral fund and Rs 25 will go to mining corporation.
He also informed that decision has been also taken to end arrangement of competent letter needed for sand transportation. There would be no checking of vehicles indulged in sand transportation. Online payment will be made to procure permission of sand mining. The consumer has to lift sand from mine within four hour of online intent is issued to him. Consumer itself will do the selection of vehicle for sand transportation.
Answering to a question, he said Mining Department will do demarcation of mines and will prepare mining plan.
He also informed that GPS software is also being developed to know that how many vehicles went to panchayats. Going retrospective, he informed that when 2015 sand mining policy was formed, Government fatty offers. For instance, if any mine has price value of Rs 2 crore, Government got offer till Rs 20 crore.
Talking about the new policy which aims to provide sand at cheaper rates to people, he told that it could be said that monopoly is ending. Answering to another question he said sarpanch will take action against middlemen.
