Nagaland Government reiterates control over minor minerals mining

 

Dimapur | September 5, 2017: The Government of Nagaland has reminded ‘stakeholders’ of its decision to regulate, control and administer the mining of minor minerals in the state.

 

It has requested all stake holders—quarry operators, brick kiln operators, stone crusher units, sand supplier and stockiest etc.—to obtain “quarry permits, mining lease etc.” from the Directorate of Geology and Mining (DGM) with immediate effect.

 

This was reminded today through a May 26, 2017, notification from the DGM. A decision to this effect was made in accordance with the Nagaland Minor Mineral Concession Rules 2004 (NMMCR), which will now be operationalised.

 

“In exercise of the power conferred under rules 5, 19, 24 and 75 of the NMMCR and in pursuance to the Govt. Notification No. GM-5/EXPL-15/2001 (Pt) dated 24/01/17, it is to inform all stakeholder departments, quarry operators, Govt. registered contractors and suppliers, construction companies, engineers, architects, that henceforth the DGM shall regulate, control, administer all minor minerals in the State, such as sand, gravel, boulders, stone chips, bricks, clay, sand stone, limestone, marble etc. as listed in Schedule-II of the NMMCR, 2004,” stated the May 26 notification.

 

It further directed all licensees, operators, transporters, traders, government registered contractors and suppliers to “henceforth pay royalty of all minor minerals being used for construction, such as sand, gravel, boulder, stone chips, bricks, clay, sand stone, limestone, marble, etc to the government through the nodal department of the DGM as per the rate of royalty prescribed in Schedule-I of the NMMCR.”

 

The notification, signed by DGM Director Wanthang Rengma, requested stakeholder government departments and both central and state agencies involved in civil construction works, such as CPWD, Border roads, PWD, Power, Irrigation, RD etc. and those departments with civil engineering wings to “deduct royalty on sand, boulders, stone chips in all the bills and pay to the revenue head of account of the Nodal department, DGM.”
