NCSCM completes the draft Coastal Zone Management Plan

 

PANJIM | May 01, 2017: The National Centre for Sustainable Coastal Management (NCSCM) has reportedly completed the draft Coastal Zone Management Plan, which will be submitted before the National Green Tribunal (NGT) on or before May 9.

 

Sources revealed that CRZ II areas have been demarcated as per the municipal boundaries map of Directorate of Survey and Land Records provided to the national agency by the Goa Coastal Zone Managemebt Authority (GCZMA). The new CRZ areas proposed for Calangute, Candolim, Canacona, Taleigao and other ODP areas will be demarcated as CRZ II.

 

The Departments of Mines & Geology, municipal administration and Captain of Ports have also provided data of various projects that fall in the CRZ jurisdiction.

 

Earlier this year, Herald had reported that as per CRZ 2011 notification, areas with more than 20,000 populations will come under CRZ II zone. "The areas like Calangute, Colva, Candolim and other coastal villages which are thickly populated, can be classified as CRZ II. It will give huge relief to fisher folks who have small structures along the coastal line,” a senior official had said.

 

Meanwhile, sources also informed that the Departments of Fisheries, Tourism, WRD, GSIDC PWD and TCP have submitted the data on existing as well as completed projects and facilities which will be marked on the Plan.

 

"The draft on the proposed activities or projects submitted by departments will be included. The draft also includes fish landing centres and fishing villages for the development of this community," an official said.

 

The draft Goa CZMP notification 2017 will be published in the GCZMA website, and it will initially be sent to various departments for corrections and a presentation will be also be submitted to Chief Minister Manohar Parrikar and the MLAs concerned. The draft will be kept open for public views, suggestions and objections for a period of 50 days. The legislators will also be a part of it, said an official.

 

A final draft will then be sent to NCSCM for approval," said the official.

 

The draft plan, with major focus on mapping of sand dunes, assessment of carrying capacity of beach in regards to temporary seasonal structures and demarcation of High Tide Line (HTL) and Low Tide Line (LTL) for the coastal state was earlier supposed to be presented before NGT on February-end.

 

The old CZMP drafted way back in 1996 (extended time and again) is valid upto January 2017, post which a new management plan for coastal states, had to be in place describing government and public authorities and potentially the private sector to address priority management issues in the coastal zone over a defined implementation period.
