As part of its attempt to reduce injuries and fatalities in mines, the Central Government is working a plan to amend the Coal Mines Regulation, Metalliferous Mines Regulations, Oil Mines Regulations and the Mines Act. These are different stages of execution, said Rahul Guha, director general, Directorate General of Mines Safety (DGMS).
He said the DGMS, a Central Government arm, is also working on a modern safety training module. This is going to be path-breaking for scores of mine workers who are exposed to fatal injuries, Mr Guha said.
According to him, as part of the exercise, DGMS is also trying to amend vocational training rules with a focus on "identification of hazards and communicating" in the quickest possible time.
Arnab Roy, principal secretary, Department of Fire & Emergency Services, West Bengal, who expressed concerns at the vulnerabilities of older buildings said that there need to be an in-built safety mechanism to "make sure fire brigade is never called upon". He also said that the State Government is open to new technologies and is trying to evolve new technologies.
Earlier, Philip Turner, Group Head - Health, Safety & Environment, Vedanta Resources; said safety is all about taking people in a system that controls and reduces risks through technologies, engineering components and a group of leaders who would be pushed into making sure that accidents do not occur.
"The success of a safety system is contingent upon how it is measured, monitored and reported. It is simple as that. Keep the safety system simple," Mr Turner said.
In his welcome address, Sandeep Fuller, chairman, Safety Taskforce, CII Eastern Region, explained focus of the Symposium and Exposition, saying that the key aim is to explore how smart safety process can address tactical as well as strategic planning. "This, if applied, will drive efficiency and quality with greater use of technology. Our Taskforce believes that smart safety goals need to be aligned with business objectives," Mr Fuller said.
