Illegal Mining in the Aravalis?

Every day, as I drive along the Gurgaon-Faridabad toll road, I notice dozens of trucks carrying stones, many without registration number plates (as in the pictures). This raises suspicion that there's illegal mining going on in the ecologically sensitive Haryana Aravalis, where Supreme Court has banned all mining/quarrying activity. The trucks ply in the early morning hours. No one bothers to check them, unless there's some official drive/visit. These pictures were taken last week. There were more than 15 trucks along this road near Gwal Pahari.
