Abstract

Mountaintop coal mining in West Virginia is facing increasing scrutiny from the community concerning its environmental impacts. These policy issues are likely to have repercussions for the future of coal mining and need to be resolved by Congress and the state legislature. Innovative regulatory policy concepts such as a ‘Green Permit’, based on a company’s development of a credible environmental management system, have the potential to resolve some of these issues.
